The report, Rebalancing the relationship between freeholder and leaseholder, is informed by independent research conducted by Savanta examining how residents would feel about taking on the new building safety obligations proposed in the Government’s draft Building Safety Bill. This follows on from the Law Commission report into leasehold and commonhold reform (the summary of which can be viewed here), which looks to give all powers relating to building safety to leaseholders.
